Comme champ de connaissance, la stratégie est enseignée et pratiquée depuis plus d’un demi-siècle. Cependant, l’efficacité de la stratégie des administrations publiques, ne fait toujours pas consensus. Ce dossier thématique de la Revue internationale des sciences administratives est consacré à des recherches avancées qui stipulent qu’à l’ère de la gestion par résultats les dirigeants publics doivent miser sur une approche processuelle de la stratégie. Ce faisant, l’accent est mis sur la complexité des processus stratégiques qui permettent de pérenniser les administrations du bien commun, l’intérêt général et les services publics par les résultats même de l’action publique. Abordée d’un point de vue processuel, la stratégie des administrations publiques suppose alors, de la part des analystes et des dirigeants publics, une meilleure prise de conscience des spécificités des organisations de l’État. Plus particulièrement, des connaissances approfondies des façons dont interagissent les agents publics avec les valeurs , les structures , les cadres règlementaires et les outils administratifs qui pérennisent les administrations publiques. 2
