Christian Barthod est ingénieur général des Ponts, des Eaux et des Forêts, actuellement en poste au Conseil général de l’environnement et du développement durable (CGEDD) en France. Il est membre de l’académie d’agriculture (section Bois et Forêts). Il a été chef du bureau de la recherche et de la technologie à la direction des forêts, de 1983 à 1988, puis chef du département de la santé des forêts de 1988 à 1995. À ce titre, il a été acteur et spectateur français de la controverse sur les impacts des pluies acides (Arnould et Da Lage 1993, Hajer 1993, Roqueplo 1993). Son témoignage s’appuie, pour l’essentiel, sur des informations et analyses publiées par la revue du Groupe d’histoire des forêts françaises, sur la gestion politique et technico-administrative du débat sur les impacts des pluies acides sur les forêts françaises entre 1983 et 1991 (Barthod et Muller 2006, Bonneau 2006). L’auteur a également mobilisé les souvenirs de plusieurs de ses collègues. Si l’auteur a déjà publié sur ce sujet (Barthod et al. 1993; Barthod 1994, 2009), l’originalité de cet entretien tient à la grille d’une dizaine de questions proposées a priori. Ce point de vue d’acteur illustre ainsi l’intérêt heuristique de la grille d’analyse sur une controverse écologique passée et le fait qu’elle ait du sens pour un témoin impliqué. Il contribue également à éclairer comment la direction des forêts en France a perçu la réaction des autorités allemandes. Ce témoignage offre ainsi un nouvel éclairage aux débats internationaux sur la modernisation écologique qui serait à l’œuvre en Allemagne et aux Pays-Bas et absente en France.
