La nationalisation des bibliothèques ecclésiastiques est l’occasion d’inaugurer une action publique nationale. Le remembrement des collections demeure subordonné à la protection et au recensement de ces « richesses littéraires ». Les instructions rédigées par les autorités parisiennes entre 1789 et 1794 donnent à voir l’émergence du patrimoine écrit par la construction conjointe d’un domaine d’intervention de l’État central, d’un système des objets et d’un répertoire de compétences spécialisées.
