L’Union européenne est en crise et la menace d’implosion ne peut être une hypothèse à exclure. Les peuples européens n’ont plus confiance en l’Union, incapable à leurs yeux de les protéger face à la crise et de leur proposer un avenir auquel ils puissent croire. La montée des partis populistes et le niveau record d’abstentions aux dernières élections européennes en sont la démonstration. L’Union à vingt-huit États membres est aussi de moins en moins en mesure de décider autrement que sous la forme du plus petit dénominateur commun. Elle est paralysée et impuissante, apparaissant plus comme une technocratie envahissante que comme un lieu d’initiatives. Un sursaut est cependant nécessaire et un scénario existe permettant une relance de l’idée et de la dynamique européennes. Il conviendrait de proposer clairement aux citoyens européens des objectifs concrets autour de quelques grandes priorités comme la recherche, la politique industrielle, l’immigration, la Défense et une politique étrangère commune. Que l’Union réglemente moins en laissant les États mettre en oeuvre la législation européenne et qu’elle se concentre sur les grandes questions où une action commune est indispensable pour défendre les intérêts de l’Europe et lui permettre de compter dans la société mondialisée qui caractérise ce début du XXIe siècle. L’auteur trace les grandes lignes de ce scénario qui pourrait permettre de dessiner le nouveau projet de l’Union européenne seul susceptible d’éviter le risque d’implosion.
