Abstract
La Conférence internationale sur la Région des Grands Lacs (CIRGL) est la plus récente organisation sous régionale créée dans la région des Grands Lacs à côté de la CEPGL ; de la CEEAC et de la CEMAC. Cette organisation créée en 2007 n’a donc que 8 ans d’existence. Pendant ces 8 ans, cette organisation a plusieurs fois fait face à plusieurs conflits armés entre ses États membres. En dépit de son déploiement sur le terrain de règlement pacifique des différends interétatiques, la CIRGL reste cependant très peu connue dans la littérature du droit international à la différence de la CEDEAO, la SADC, le COMESA pour ne citer que celles-ci. Ce papier présente le portrait de la CIRGL et explique le rôle qu’elle a joué dans le dénouement de la crise dite du M23. Ce papier met également en lumière le rôle joué par la CIRGL dans le dénouement de ce conflit. Il présente par ailleurs ses limites sur le terrain de la résolution pacifique des conflits internationaux.
