Abstract
Based on an abstract modeling of types of neutrality that are detectable in public governance, this article proposes to analyze the maturation of these types of neutrality in the French and Quebecois public reports on the individual expression of beliefs in public institutions. It explores these reports’ argumention in order to evaluate, on the one hand, their distance from emotions and dominant representations present in social debate, and on the other hand, their impact on the adoption of public policies.
