Abstrak Penelitian tentang keadaan sosial ekonomi nelayan pasca deklarasi moratorium perlu dilakukan, karena keadaan sosial ekonomi nelayan tersebut menunjukkan bagaimana taraf hidup dari nelayan. Penelitian ini bertujuan untuk mengetahui keadaan sosial ekonomi nelayan pasca deklarasi moratorium perikanan, mengetahui taraf hidup nelayan pasca deklarasi moratorium perikanan, dan mengetahui solusi yang dilakukan nelayan yang berhenti melaut pasca deklarasi moratorium perikanan. Penelitian ini dilakukan di Kecamatan Aertembaga Kota Bitung. Hasil observasi dan wawancara pada penelitian ini, menunjukkan bahwa sesudah deklarasi moratorium perikanan nelayan yang bekerja di Kapal ukuran <30 GT mengalami peningkatan taraf hidup, sedangkan nelayan yang bekerja di Kapal ukuran >30 GT mengalami penurunan taraf hidup. Peningkatan dan penurunan taraf hidup nelayan dapat dilihat dari tingkat pendapatan nelayan, karena semakin besar tingkat pendapatan, maka semakin besar pula tingkat pengeluaran atau pemenuhan kebutuhan dari nelayan. Peningkatan taraf hidup disebabkan oleh karena nelayan di Kapal ukuran <30 GT tidak termasuk dalam pelaksanaan kebijakan moratorium perikanan, sehingga nelayan masih bisa melaut dan pendapatan meningkat. Sedangkan penurunan taraf hidup nelayan disebabkan oleh karena nelayan di Kapal ukuran >30 GT termasuk dalam pelaksanaan kebijakan moratorium perikanan, sehingga nelayan harus berhenti melaut dan mengalami penurunan pendapatan. Solusi yang dilakukan nelayan yang berhenti melaut sesudah deklarasi moratorium perikanan adalah melakukan diversifikasi pekerjaan. Pekerjaan yang dilakukan misalnya supir, tukang ojek, tukang bangunan, petani, buruh pabrik, kondektur, dan nelayan kapal kecil. Kata kunci : Nelayan, Moratorium, Taraf hidup Abstract The social economic research after moratorium declaration are needs to be done, because the social economic fishery determin how the fisherman living standard. This research aims to knows the social economic fisherman after the moratorium declaration, for knowing the standard living of fisherman after moratorium declaration and to knows the solution of fisherman who stopped fishing. This research are be held in Aertembaga Bitung City. The result of observation in this research shows that after declaration of moratorium of fisherman who work on ship with size <30 GT has increased. The increase of living standard caused by fisherman on the vessel size <30 GT are not included in the implementation of the moratorium on fisheries policy. Fisherman solution who stopped fishing after moratorium declaration, they make diversity in their job.
