Abstract
To see this issue released in September 2014 while it takes 18 months to prepare proves that we were on point, as the results of municipal and European elections and the acceleration of the territorial reform show. Chance or result of a careful observation of the political rivalries on specific territories? Most certainly the second hypothesis as Herodote authors write on territories that they know well and have a close analysis of the political actions taking place. As a result, the outcomes of the elections are most often more a confirmation of their geopolitical analysis than a shaking surprise.To end the public policy malfunctions, a territorial reform is being launched in the context of the electoral disaster of the Socialist party and the rise of the far right party, Front national. This reform appears risky, as a quarter of the voters want more local references and national protection.
