Abstract
The large-scale blackout of interconnected North America power grid occurred on Aug. 14, 2003 has not only resulted in very serious economic loss and social influence in America and Canada, but aroused a worldwide attention at the same time as well. Like the UK second electricity reform and American California electricity crisis, this blackout will provide significant references and experience for Chinese market-oriented power industry reform. This paper proposes the objective, conditions and process of the Chinese market-oriented reform. Then it emphatically researches the impacts of the Blackout on August 14 on the construction of power grids in China in the following aspects: the China nation-wide interconnection research, the monitoring of the power market, the electricity pricing, the establishment of a new reliability indices framework for bulk power system, etc
