Abstract
« Sympathique utopiste », telle est l’image de l’abbé de Saint-Pierre la plus couramment véhiculée par les auteurs des Lumières, même les plus grands. Ses idées de réforme fiscale – comme ses projets de paix perpétuelle –, malgré leur profondeur de vue, ont ainsi été sous-estimées par des auteurs qui ne se priveront néanmoins pas de les piller sans vergogne.Son Projet de taille tarifée peut pourtant être considéré (au même titre que la Dîme Royale) comme un des textes fondamentaux de la réflexion pré-révolutionnaire sur les impôts, en particulier par sa tentative de mesure utilitaire de leurs effets. Il y manquait deux concepts, introduits peu après par les physiocrates : ceux de produit net et d’incidence. Sa théorie de la taxation s’est ainsi retrouvée en quelque sorte prise en étau entre les deux systèmes prônés, à cinquante ans d’écart, par Vauban et Quesnay.
