Abstract
Les Hautes Plaines steppiques sud-oranaises représentent un milieu biogéographique ouvert et fragile. Pendant des siècles, le nomadisme pastoral en a été l’unique forme d’exploitation. La colonisation provoque une première rupture en réduisant les mouvements des tribus, brisant ainsi la complémentarité spatiale existante entre la Steppe et le Tell. Après l’indépendance, l’État algérien reprend certaines dispositions du pouvoir colonial, mais avec une volonté de développement et d’intégration de la Steppe à l’espace national. La population, encore majoritairement nomade dans les années 1960, se sédentarise rapidement devant les « bienfaits de la modernité ». Durant les années 1980, l’État se lance dans une politique de mise en valeur agricole conduisant la Steppe à la perte de sa vocation strictement pastorale. Cette nouvelle forme de mise en valeur, ainsi que la forte augmentation de la population ont entraîné une profonde restructuration spatiale.
