Pour faire face à une forte croissance des émissions de CO2 des pays en développement, l’intégration de ces pays dans le régime climatique post-Kyoto est cruciale. Il est donc nécessaire d’adopter une nouvelle approche pour le principe des « responsabilités communes mais différenciées » et de sortir de l’interprétation dualiste de ce principe retenue dans le Protocole de Kyoto à la Convention-cadre des Nations Unies sur les changements climatiques. En outre, pour surmonter les divergences entre les pays développés et les pays en développement, la seule façon de procéder est de renforcer le transfert de ressources financières et technologiques vers les pays en développement, ce qui leur permettra à la fois d’améliorer leur situation socio-économique et de réduire leur impact négatif sur l’environnement global. Dans ce sens, le Mécanisme pour un développement propre (MDP) et la Réduction des émissions liées à la déforestation et à la dégradation des forêts (REDD) constituent les mécanismes clés afin d’intégrer les pays en développement. En soulignant l’importance de ces mécanismes, l’article vise à préciser les principaux points de la négociation : l’approche sectorielle liée au MDP, l’inclusion des activités de captage et de stockage de carbone dans le MDP ainsi que les mécanismes de financement de la REDD (le marché du carbone ou le mécanisme de fonds).
