Abstract
'How do they get away with it?' That was the question the team behind Vancouver's Transport 2021 strategy asked me when we discussed Melbourne. How, they wanted to know, could Melbourne's transport planners get away with providing such poor public transport when they had so much infrastructure to work with? How could they get away with spending so much on freeways and tollways when everyone knows these only make transport problems worse? 'Why isn't there a citizen's uprising?' one asked.
