This work presents a new formulation to predict refraction from flat electrically-thin lenses and reflectors comprised of inhomogeneous media. Snell law is not applicable to such devices but only for flat homogeneous interfaces. Refraction from electrically-thin surface in general can be physically explained through the phase advance of the rays within the medium. Huygens principle is applied to the exit side of the electrically-thin flat lenses and reflectors enabling prediction of the emerging wavefront. A numerical validation is presented.
