Abstract
RÉSUMÉ : La croissance des phénomènes d’urbanisation et de mondialisation engendre des \ntransformations profondes du rôle de l’État et sa relation avec les autres paliers \ngouvernementaux. Pour répondre aux enjeux territoriaux, la création d’instances métropolitaines \nreprésente une solution pour certaines juridictions, mais elle oblige alors un réaménagement de \nla répartition du pouvoir entre les paliers. À ces réorganisations s’ajoutent les dynamiques de \ngouvernance où la concertation avec les groupes de la société civile est de mise. Ainsi, les \ntransformations dans l’organisation des pouvoirs et l’approche gouvernementale engendrent des \nchangements profonds des pratiques au sein des administrations publiques et sur les \nrelations intergouvernementales. \nIl est donc entièrement pertinent de s’intéresser aux dynamiques politiques entre les paliers de \ngouvernement après l’instauration d’une réforme métropolitaine. Pour ce faire, nous analysons \nle cas d’un projet majeur d’infrastructure de transport selon une approche de gouvernance \nmultiniveaux qui permet de caractériser les interactions de l’ensemble des acteurs du système \nde gouvernance des transports dans la région métropolitaine de Montréal selon une approche \nde gouvernance à multiniveaux. \nL’analyse d’une vaste revue de presse et des documents officiels produits par les acteurs du \nsystème de gouvernance des transports métropolitains de Montréal nous a permis de clairement \ndéfinir le cadre complexe dans lequel les acteurs prennent place au cours des années 2007 à \n2011. Par la suite, des entretiens semi-dirigés avec treize informateurs-clés nous ont permis de \ncaractériser les jeux politiques qu’on y retrouve. Notre analyse identifie quatre grandes \ntendances dans les interactions des acteurs et révèle comment le ministère des Transports du \nQuébec, en tant qu’agent directeur, a sous-exploité ses ressources et déployé des stratégies \ninsatisfaisantes pour coordonner efficacement l’action politique multiniveaux entourant le projet \nde réfection du complexe autoroutiers Turcot. Nous analysons également l’ensemble des \nfacteurs ayant influencé l’évolution du projet Turcot et les pratiques du gouvernement. <br /><br />The growth of the urbanization and globalization phenomena have led to profound transformations \non the role of the State and its relationship with other levels of government. To meet the territorial \nchallenges, the creation of metropolitan instance represents a solution for certain jurisdictions but \nit then requires a revision of the distribution of authority between the political levels. Added to this \nreorganization, there are the added complexities stemming from the imperative for consultation \nand coordination with civil society groups. And so, transformations in the distribution of powers \nand practices of government lead to profound changes in the practices of public administrations \nand in their relations with the other levels of government. \nIt is therefore entirely appropriate to study the political intricacies of intergovernmental relations \nafter the institution of a metropolitan reform. To that end, we will be analysing the case of a \nmajor transport infrastructure project with a multilevel governance approach that allows us \nto take into consideration the interactions between various levels of government. The present \nresearch aims therefore at characterizing the system of governance of a major transport project \nin the metropolitan region of Montreal through a multilevel governance analysis framework. \nThrough the thorough review and analysis of an extensive collection of news reports and official \ndocuments produced by the actors of the metropolitan transport governance system of Montreal, \nwe were able to clearly define the complex framework in which players operated during the \n2007-2011 period. In addition, loosely structured interviews with thirteen key informants enabled \nus to characterize the political manoeuvring having taken place. Our analysis identifies four main \ntrends in these relationships between various players and reveals how the Ministry of Transport \nof Quebec, as guiding agent, under-utilized its resources and deployed suboptimal strategies to \nefficiently coordinate the multilevel political actions necessary to the reconstruction of the \nTurcot complex. We also analyse the numerous factors having influenced the evolution of plan \nTurcot and the practices of the government.
