Abstract
«Falta de educacao civica» e como frequentemente os tecnicos apelidam o comportamento desadequado das populacoes que se dirigem aos servicos onde as espera uma burocracia contra a qual se esgrimem primaria e desajeitadamente. Nao somos contra, a que as estruturas de servicos societais eduquem os seus utentes potenciais no sentido de um mais eficaz aproveitamento dos servicos. Mas nao esquecemos que nos dias de hoje, os paises da pos-industrializacao e da urbanizacao massiva tentam recuperar as nocoes de comunidade e solidariedade tradicionais e incluir nos cidadaos um desejo de auto-suficiencia e responsabilizacao colectivas. Entre nos importara sobretudo criar condicoes para a expressao organizada e integrada desses principios ainda vivos das sociedades tradicionais, em vez de os rejeitarmos como contraproducentes na medida em que contrariam, a primeira vista, o progresso tecnico e especializado.
