Abstract
La formacion de una red de comunicacion publica, voluntaria y no comercial para las instituciones educativas y de investigacion denominada Red de la Comunidad, se describe mediante un enfoque constructivista simetrico basado en la teoria actor-red, seguido de analisis no funcionalista sus efectos sobre las instituciones, a partir de conceptos que Harold Innis inaugura la Escuela de Toronto. Al evaluar el sesgo de que el nuevo medio produce el papel innovador de actor y el gimnasio y la posibilidad de intervenir en los monopolios de poder y conocimiento, se propone que estas redes comunitarias son nuevos ordenes sociales, basado en proceso de constante movilidad tiempo y el espacio, confrontar e influir en las politicas de comunicacion.
