Building design that considering security aspect when planning stage and design development influence that building performance when it operate. Architect play an important part to understand and develope security facility entailment to a building. Design and Built prison building in Malaysia find out design need to unsaid security aspect clearly and specific in the Need Statement provision Government. Its impact various design defect discovery from security aspect found when construction and also when completed building and handed over to client to be occupied. Observation were made on 5 projects of Design and Built for prison building in find out statement to unclear security aspect need and hard to be identified, as if it have not been given priority in development a prison. To handle design defect issue ratted on quality and final product had not achieved customer satisfaction an approach to mould facility management concept in planning stage and design development perceived as JKR's early move to increase service quality that conveyed. Need statement is important document to Design and Built that give input well-defined state needs of the customer to be interpreted by Contractor to design that fulfil in planning stage and design development. Purpose of the study is to carry out and to identify security aspect in design need architecture prison building and mould facility management concept in the Government’s Need Statement wish starting from process of Brif provision of project and all information requirements that need to be included in Government’s Need Statement . All data reveived has been analysed with SPSS programme and study outcomes are found where identify security aspect cover design elements concept, Architecture prison block design, building material, construction method , route and layout . Facility management concept application on the other hand cover activity information / operation, consumer information, policy and organisational objective which influenced design from security aspect. Majority of respondence that asked agreeing with conceptual that studied.
