Abstract
Abstract This paper presents a case for flexibility in the design of an effective and efficient Arctic lease tenure system, with a particular focus on the Canadian Arctic lease tenure system. The author will outline aspects of the legal approaches that have been adopted in the countries with Arctic coastlines and recommend modifications to the Canadian Arctic tenure system that are necessary to enable the effective exploration and development of hydrocarbons in deepwater areas of the Beaufort Sea.
