Abstract
L’effort de création d’une base stratégique au Sénégal entre 1942 et 1952 se marque notamment par l’amélioration des moyens défensifs et maritimes et des secteurs aériens de Ouakam et de Bel-Air. Cependant, le plan d’aménagement de la presqu’île du Cap-Vert allait subir, dès 1953, de sérieuses restrictions budgétaires qui entravent les capacités de la base Dakar. La priorité accordée à la défense de l’Europe occidentale et à celle de l’Afrique du Nord explique également la dévaluation de Dakar durant la décennie 1950. Or, lorsque l’indépendance du Sénégal s’est avérée inéluctable, les autorités politiques françaises ont réussi à assurer leur prééminence sur la base stratégique grâce à la signature d’un accord de défense garant d’une nouvelle forme de présence.
