Abstract
SUMMARYThe present paper is concerned with bilingual children and their poor progress at school. Most of the examined children belonged in emigration families or in groups of minorities whose language was subjugated; their socio-economic status may have been poorer than that of the population at large and they may not have been instructed in their mother tongue. Most of these children were not genuinely bilingual, rather they were semilingual. The reasone why these children had not been instructed in their native language were of economic (ought not to apply to i-countries) and political nature. Linguistic, psychological, paedagogical, and sociological data suggest that all children belonging in linguistic minorities should be instructed in their mother tongue. A Canadian experiment is referred in which children belonging in linguistic minority groups were instructed in their native language; the results obtained were encouraging.
