Abstract
O presente texto tem por objetivo apresentar a experiência adquirida na elaboração do Plano de Gerenciamento de Resíduos Sólidos para o Município de Martinópolis, Estado de São Paulo, exigência estabelecida pela Lei Federal n. º 12.305, de 02 de agosto de 2010, regulamentada pelo Decreto Federal nº 7.404, de 23 de dezembro de 2010, bem como apresentar a forma como foi incluída a participação popular para a sua elaboração e o encadeamento com os outros planos existentes no Munícipio fomentando a tendência a se planejar e executar medidas com base no planejamento estratégico, visando minimizar os custos e otimizar os resultados obtidos, com vistas a atender a premissa de eficiência no gasto do dinheiro público pela administração. Como resultados obtidos pode-se apresentar os programas definidos que em conjunto darão a sustentação necessária para o gerenciamento eficiente e correto dos resíduos sólidos, promovendo a conscientização da população e fomentando a disposição final adequada, buscando a melhoria de vida no âmbito municipal e em outras esferas. ABSTRACTThis paper aims to present the experience gained through the development of the Solid Waste Management Plan for the Municipality of Martinópolis, State of São Paulo, requirement established by Federal Law n. No. 12.305, of August 2, 2010, regulated by Federal Decree No. 7,404, of December 23, 2010 and to present how the public participation was included in their preparation and chaining with other existing plans in promoting MUNICIPALITY the tendency to plan and implement measures based on strategic planning in order to minimize costs and optimize the results, in order to meet the efficiency assumption in spending of public funds by the administration. As the results obtained can present the defined programs which together will give the necessary support for the efficient and proper management of solid waste, promoting public awareness and promoting adequate final disposal, seeking to improve life at the municipal level and in other spheres. RESUMENEste documento tiene como objetivo presentar la experiencia adquirida en la elaboración del Plan de Gestión de Residuos Sólidos para el Municipio de Martinópolis, Estado de Sao Paulo, requisito establecido por la Ley Federal n. Nº 12.305, de 2 de agosto, de 2010, reglamentada por el Decreto Federal N ° 7.404, de 23 de diciembre de 2010 y presentar cómo se incluyó la participación del público en su preparación y el encadenamiento con otros planes existentes en la promoción MUNICIPIO la tendencia a planificar y ejecutar las medidas basadas en la planificación estratégica con el fin de minimizar los costos y optimizar los resultados, con el fin de satisfacer el supuesto de eficiencia en el gasto de los fondos públicos por parte de la administración. A medida que los resultados obtenidos pueden presentar los programas definidos que en conjunto le darán el apoyo necesario para la gestión eficiente y adecuado de los residuos sólidos, la promoción de la conciencia pública y la promoción de una adecuada disposición final, que buscan mejorar la vida a nivel municipal y en la otra esferas.
