Abstract
Les années 1970 sont généralement perçues comme une décennie de changements profonds marquant un tournant dans les politiques des organismes internationaux vis-à-vis de la lutte contre la pauvreté dans les pays en développement. Cette perception vient sans doute de l’importance que prennent les débats sur l’équité, la redistribution des richesses et la mise en place de programmes nouveaux axés sur la lutte contre la pauvreté en milieu rural et urbain. L’article tente de montrer que l’échec des attentes fondées sur la théorie du « trickle down » n’a pas mené à une véritable remise en cause des finalités des politiques ni des fondements intellectuels qui sous-tendent les actions pratiques. Ce sont essentiellement les instruments d’intervention qui ont pris une configuration nouvelle.
