Le développement des bibliothèques publiques québécoises a démarré tardivement, en 1959, dans les remous de la révolution tranquille. Déclenché à l’initiative du Gouvernement du Québec, il a connu jusqu’à 1985 un essor remarquable. Depuis 1986, on décèle une tendance lourde vers le désengagement du gouvernement. La réussite du Plan Vaugeois a heureusement entraîné une prise de conscience et une implication sérieuse des municipalités. Le contexte socio-politique et technologique contemporain obligera les bibliothèques publiques du Québec à développer de nouvelles alliances stratégiques.
