Abstract
L’auteur présente les conclusions d’une recherche portant sur les politiques de maintien à domicile pour les personnes âgées. L’objectif de la recherche était de comprendre l’agencement des relations entre solidarité publique, marché et solidarité primaire. La recherche a été effectuée à partir d’entretiens qualitatifs auprès de personnes âgées de deux quartiers de l’agglomération grenobloise. Contrairement à la vision largement répandue d’une opposition consacrée entre État et société civile, la recherche montre plutôt ici que l’action publique n’apparaît pas toujours et par nature comme l’ennemi de la solidarité privée. Mais il ressort clairement que l’entourage joue un rôle essentiel dans le maintien des personnes âgées à domicile. Et cette réalité devient particulièrement difficile à gérer lorsque nous sommes en présence de cas de dépendance sévère ou de sénilité. À cet égard, il faut parler de déficit grave de l’action publique.
