The analysis of experience of foreign countries in the field of methodology of strategic planning, can promote improvement of the Russian practice essentially. For example, the high and spontaneously created concentration of the population and the industry in the certain large cities constrains further development of productive capacities. In such cities there is the industrial narrowness, deficiency of the free land plots, difficulties in a city life support system, deterioration of ecology and many other things. The author investigated the developed tendencies: growth, change in production sectors of the cities, in its population, labor and other social spheres. At the present stage of development of the territory there are levels of planning of a social and economic development of the city: comprehensive planning, program and political planning, and also design planning with the coordinating process of strategic planning. Experience of development of small territories of foreign countries represents a great interest for possible adaptation in modern Russian conditions. In planning and control of social and economic development of the small cities in the USA there is a set of indicators reflecting quality of life of the living population in the small city. Experience of Great Britain, France, Japan who accepted the statutes stimulating placement of productive forces in the small cities isn't less interesting. Germany and England pursue policy of strengthening of economic base of the small city by means of placement in them the minor enterprises and maintenance of traditional productions and crafts today. In Japan they created project for one of districts of Tokyo. The British experience of local governments of the small cities is interesting to adaptation to the Russian reality. In Canada specially created professional associations of specialists in economic development which members take part in activities for strengthening and diversification of local economy function. In the USA don't seek to develop the giant cities, systematically develop the so-called cities fields which in the future have to unite all territory of the USA.
