Abstract
Ninety-eight percent of the Palestinian Arabs living in Haifa, Palestine—approximately 79 000 citizens—were displaced from their homes and properties and forced into exile during the civil war period of the 1948 Palestine war. In contrast to other accounts of events in Haifa, this paper shows that Palestinian Arab leaders did not support the Palestinian Arabs'spontaneous, violent response to the UN partition vote, nor did they order the Haifa Arabs to leave. Rather, three mutually supportive factors precipitated the exodus. Those were (1) Zionist indiscriminate terror and offensive operations; (2) the Zionist forces' climactic, lethal offensive of 21 to 23 April 1948; and (3) the panicked Arab mass evacuation, which British forces supervised after the Zionist offensive of April.
