Abstract
Comparative analysis of statistical data in amounts of cargo processed by the transport complex of the Kaliningrad region during the 1st quarter of 2008/2009. Factors that affected the redistribution of cargo flows in the Baltic region. The reasons for noncompetitiveness of the Kaliningrad region: railway tariffs, problems with customs laws (the exclave character of the region), problems with tax laws (VAT compensation), problems with navigation through the Vistula Lagoon.
