Abstract
La Organizacion de los Estados Americanos (OEA) es el organismo regional mas antiguo del mundo. La Primera Conferencia Internacional de Estados Americanos, que se realizo en Washington, DC entre octubre de 1889 y abril de 1890, llevo al establecimiento de la Union Internacional de Republicas Americanas y, posteriormente, abrio el camino para la adopcion de la Carta de la Organizacion de los Estados Americanos en Bogota, Colombia, en 1948. La Organizacion fue establecida para alcanzar entre sus Estados miembros “un orden de paz y de justicia, fomentar su solidaridad, robustecer su colaboracion y defender su soberania, su integridad territorial y su independencia”, como esta estipulado en el articulo 1 de la Carta. La Organizacion constituye el foro politico hemisferico por excelencia, el unico espacio en donde concurren Canada, los Estados Unidos de America y todos los paises de America Latina y el Caribe en igualdad de condiciones.1 Los Estados miembros eligen al Secretario General para un periodo de cinco anos, con la posibilidad de reeleccion una sola vez consecutiva. El Secretario General Luis Almagro fue electo el 18 de marzo de 2015 y asumio el cargo el 26 de mayo del mismo ano. Las lineas centrales de su gestion estan claramente definidas en torno a la democracia y los derechos humanos, como prioridades de su administracion, en su esfuerzo de asegurar mas derechos para mas personas.
