La sixième réforme de l’État vient d’octroyer aux Régions la compétence fédérale liée à la fiscalité des prêts hypothécaires afférents à la maison « propre et unique ». Communément appelé « bonus logement », le système bénéficie à de très nombreux contribuables. Il s’expose néanmoins à diverses critiques. Cet avantage fiscal, d’une valeur globale de plusieurs dizaines milliers d’euros par personne, est accordé sans aucune condition de revenus ; les plus aisés en bénéficient donc également… alors que, même sans ce coup de pouce, ils seraient devenus propriétaires. Dans le même temps, les ménages précarisés n’y font quasiment pas appel, pour la simple raison que les tarifs de l’immobilier sont pour eux prohibitifs. Cette aide fiscale, stimulant la demande, tire les prix de vente vers le haut, de sorte qu’elle bénéficie in fine au vendeur plutôt qu’à l’acheteur. Enfin, le bonus logement (moitié moins avantageux dans ce cas) discrimine ceux qui ne sont pas en couple. C’est dire s’il est important pour les Régions, spécialement dans un contexte de restrictions budgétaires, de reconfigurer le bonus logement, dans un sens plus social notamment. Pour l’avenir, on pourrait également le lier à des exigences en matière de salubrité ou de performance énergétique, le réserver aux primo-acquéreurs…
