Este texto analiza el significado del proceso de negociación internacional iniciado a finales de febrero de 2007 en Oslo con el objetivo de prohibir las bombas de racimo en un período máximo de dos años. Asimismo, se examinan cuestiones relativas al liderazgo efectivo por parte de algunas ONG y de Noruega en un nuevo proceso de “nueva diplomacia” que imita el modelo del Proceso de Ottawa, cuyo resultado más palpable fue el tratado internacional que prohíbe las minas antipersona. Finalmente, se analizan argumentos a favor y en contra de este nuevo proceso fuera de los foros tradicionales multilaterales de desarme, concluyendo con un moderado optimismo acerca de la posibilidades de que a finales de 2008 tengamos un tratado internacional que se ocupe de forma efectiva de los efectos humanitarios causados por las bombas de racimo.
