Abstract
01.01.2014, the procurement budget funds are made in accordance with the Federal Law № 44 -FZ On the contract system in the procurement of goods. Works and services for state and municipal needs. This law for the first time in the Russian Federation defines the contract life cycle as a contract involving the purchase of goods or construction, subsequent maintenance, operation over the lifetime, repair, disposal of the goods delivered or created as a result of work object (p.16 item 34 ). This paper presents an international experience of using life cycle contracts and direction of development in the Russian Federation. Also represented the most significant contracts lifecycle countries such as Great Britain, Canada, Mexico, the Netherlands, Portugal, the United States and Finland. Author discussed in detail the experience of the application of the contract life cycle as an example of construction of high-speed railways in the UK and the Netherlands. The main aspects of the organization life cycle contracts in terms of public-private partnership.
