Abstract
De probleemstelling van dit onderzoek luidt: wat zijn volgens de literatuur de bewezen of waarschijnlijke kenmerken waaraan strafrechtelijke interventies bij welke daders c.q. delictvormen moeten voldoen, om effectief te zijn? Zijn deze kenmerken te vervatten in een toetsingskader voor effectiviteit? Het betreft hier het gehele sanctie-arsenaal, voor zowel meerder- als minderjarigen. In deze rapportage wordt eerst ingegaan op onderzoeksoverzichten (zowel meta-analyses als beschrijvende onderzoeksoverzichten) m.b.t. de effectiviteit van sancties en strafrechtelijke interventies. Daarna wordt ingegaan op de effectiviteit van interventies m.b.t. sprcifieke daders en/of delicten. Vervolgens wordt besproken hoe in het buitenland in de praktijk verder gegaan is met deze kennis. Ingegaan wordt op het op cognities gerichte programma Reasoning and Rehabilitation, dat in Canada en andere landen op grote schaal is ingevoerd, en op de manieren waarop in het buitenland getracht wordt meer zich te krijgen en te houden op het effect en de uitvoering van interventies. Tenslotte volgen de conclusies en wordt bezien op welke manier in Nederland met de opgebouwde kennis verder gegaan kan worden.
