Abstract
Le rapport de la Commission Charbonneau déposé en novembre 2015 mit en lumière la présence de rapports collusoires entre certains contractants pour l’obtention de contrats publics en matière de construction au Québec. Il a également révélé l’existence d’un marché d’influence entre les acteurs politiques et les intérêts privés de l’industrie de la construction lors d’activités de financement politique qui s’apparente à de la corruption politique. Les soixante recommandations de la Commission, dont celle visant la création d’une instance nationale d’encadrement des contrats publics, sont autant de propositions visant à préserver l’intégrité de la fonction publique et à enrayer le favoritisme et la partisanerie politique dans l’attribution des contrats publics.
