Abstract
La responsabilité de contrôler les déviances en matière de corruption et de collusion revient à une série d’institutions qui sont appelées à jouer un rôle de gardiens. Or les travaux de la CEIC nous ont appris à ce sujet que certains de ces gardiens ont clairement échoué à accomplir cette tâche pourtant essentielle ; cet article présente quelques exemples de défaillances de ces gardiens institutionnels. Ces exemples sont l’occasion de mettre en lumière le fait que ces défaillances paraissent relever au moins pour une bonne part de la mauvaise compréhension qu’ont ces gardiens de leur rôle et responsabilité de contrôle. Je commence donc par expliquer rapidement ce qu’implique le fait de « prendre au sérieux la responsabilité de contrôle » pour ensuite présenter ces quelques exemples. Je porte finalement mon attention sur l’intérêt qu’il peut y avoir à mieux coordonner le travail des gardiens institutionnels dans le but à la fois de combattre plus efficacement la corruption et les déviances apparentées ainsi que les défaillances de certains de ces gardiens.
