Bien au-delà d’une simple « vague pacifiste », l’actuel mobilisation antiguerre constitue, en fait, une lutte nouvelle pour l’ouverture d’un espace public autour du problème de la sécurité, problème qui crée une controverse fondamentale et sans précédent dans plusieurs milieux. La protestation contre les politiques de défense et pour un nouveau modèle de sécurité conduit à une réflexion sur des solutions alternatives qui seraient davantage en mesure d’assurer autrement et réellement la sécurité collective. Ce phénomène serait le reflet du développement d’une nouvelle éthique de la responsabilité civile à l’Ouest, à l’Est et dans le Tiers-Monde et qui se manifesterait différemment selon les régions.
