Abstract
On associe généralement les fédérations à un système législatif bicaméral, où la chambre haute repose sur les principes de la représentation des États membres. Ceci est vrai pour tous les États fédérés, à l’exception du Venezuela qui a aboli cette chambre à la suite d'un référendum organisé en 1999. Dans la plupart des fédérations, la sélection des représentants de la chambre haute se fait habituellement de deux façons: dans un premier cas, les citoyens des différents États membres votent directement pour leurs représentants au sénat, comme c'est le cas aux États-Unis ou en Australie; dans un deuxième cas, ce sont les élus des États membres qui nomment leurs représentants à la chambre haute, comme c'est le cas en Allemagne. Il existe par ailleurs un troisième mécanisme pour sélectionner les représentants du sénat où les membres sont nommés directement par le gouvernement central. Le seul exemple ici est le Canada.
