Het onderzoek heeft tot doel inzicht te verkrijgen in de methoden en data die beschikbaar en geschikt zijn voor de uitvoering van de eerste Nederlandse National Risk Assessment (NRA) witwassen en terrorismefinanciering. De NRA dient de Nederlandse risico’s met betrekking tot witwassen en terrorismefinanciering in beeld te brengen en te houden. Vanwege het gebrek aan ervaring met de uitvoering van een NRA, de daaraan verbonden onzekerheden en de complexiteit van het uitvoeren van een NRA heeft het WODC het NRA project opgedeeld in deelprojecten, te weten twee NRA’s voor witwassen, twee NRA’s voor terrorismefinan-ciering, twee monitoren voor anti-witwasbeleid, één monitor voor terrorismefinan-cieringsbeleid en een onderzoek genaamd witwaspiramide. Het eerste deelproject in het NRA project vormt de hier uitgevoerde methoden- en dataverkenning.Bronnen die zijn geanalyseerd omvatten de methoden die vijf andere landen (de Verenigde Staten, het Verenigd Koninkrijk, Canada, Italië en Zweden) hebben toe-gepast voor hun NRA’s. Ook zijn algemene raamwerken voor risicomanagement en methoden voor risico-assessment die daaruit voortkomen bestudeerd. Daarnaast is gezocht naar de beschikbaarheid van aanvullende methoden die bij NRA’s kunnen worden ingezet en is onderzocht wat kan worden geleerd uit de risicotaxaties die in Nederland (deels op andere terreinen) zijn uitgevoerd.
