The discovery of bovine spongiform encephalopathy (BSE or 'mad cow' disease) in a single Canadian cow in May 2003 has resulted in a virtual shut down of Canada's beef exports and could cause a downturn in consumption of beef, both in Canada and globally, as consumers reduce their consumption in response to food safety concerns. Canadian authorities have acted swiftly in testing animals linked to the confirmed case and, to date, all tests have come back negative, suggesting that the case may be an isolated one. If no additional cases are discovered then the impacts on the Canadian and global beef market may be fairly small, with the United States reopening trade with Canada relatively quickly. However, if additional cases are discovered, or if there is an adverse effect on global beef consumption, particularly in the United States, then the effects on global beef producers, including Australian producers, could be large.
