Abstract
Ce chapitre souligne tout d'abord que la région de la Baltique n'est pas précisément définie, puisqu'elle comprend l'ensemble des Etats et régions historiquement et culturellement liés à la mer Baltique dont par exemple la Norvège. La coopération autour de la Baltique est un projet positif et spontané qui fait à certains égards contrepoids à une adhésion à l'UE que beaucoup de pays d'Europe du Nord abordent avec beaucoup plus de réticences. Ce chapitre décrit et analyse les très nombreuses institutions qui ont pour mission d'animer les coopérations dans cette région (Conseil des Etats de la Baltique, l'Union des Cités de la Baltique, Conseil arctique, etc.). Cette région s'appuie sur un modèle préexistant qui est celui de la coopération nordique (cf. Vincent SIMOULIN, La Coopération nordique. L'organisation régionale de l'Europe du Nord depuis la tentative autonome jusqu'à l'adaptation à l'Europe. Paris : L'Harmattan, 1999), mais c'est moins son fonctionnement quotidien qui donnera les clefs de son succès, que la façon dont elle jouera un rôle de pont entre d'une part l'Europe du Nord et du Nord-Est et l'Europe continentale et d'autre part entre l'Europe et le Canada, la Russie et les Etats-Unis.
