Abstract
L’auteur élabore ici une réflexion sur le rôle des politiques de main-d’oeuvre en temps de crise. Sur la base d’une analyse des divers programmes canadiens, il met en évidence que les programmes de main-d’oeuvre oscillent constamment entre des objectifs économiques (requalifier rapidement la main-d’oeuvre la plus apte à répondre aux besoins des secteurs les plus dynamiques de l’industrie) et des objectifs sociaux (occuper les chômeurs, réduire le nombre de prestataires d’assurance-chômage, etc.). En période de crise, il semble qu’on cherche à redonner force à la fonction d’accumulation des politiques de main-d’oeuvre et donc qu’on mette en veilleuse leur fonction de légitimation, de politique cachée de bien-être social. Ainsi, l’État entreprend une importante restructuration de ses politiques de main-d’oeuvre : loin de se retirer, il semble se redéployer, activant la formation en industrie et rendant ses politiques de plus en plus sélectives.
