Abstract
In the context of a continuing financial, economic, and social crisis in the country, the year was marked by a change in government, which, however, was not accompanied by a strengthening of the environmental portfolio. On the contrary, lack of political leadership and the absence of a sustainable development agenda were complemented by a lack of decision making on urgent environmental matters and the continuing legalization of encroachments for an economic return, notwithstanding the environmental cost. The deterioration of environmental governance continued through the downgrading of environmental controls and the curtailing of environmental licensing, the granting of numerous concessions for commercial use of the seaside within protected areas and with no measures for ecosystem protection, and the continuous weakening of forest protection in favour of residential and tourism developments. Events of note for 2015 include: an emphasis on fossil fuels, which has resulted in the legislative ratification of contracts for oil and gas exploration and exploitation in marine areas, and the licensing of a new lignite-based electricity-producing unit in north western Greece; the continuing development of an open-pit gold and copper mine in the area of Chalkidiki in northern Greece by Canadian company Eldorado Gold, despite the local community’s resistance and voiced concerns regarding destruction of the area’s old-growth forest and water supplies as well as agricultural production and tourism potential; and an increase in the launching of infringement procedures and judgments of the European Court of the Justice (ECJ) regarding violation of environmental legislation with respect to water pollution from agricultural activities and waste management. On a positive note, an important initiative by Greece has led to the adoption of a resolution on the conservation of Mediterranean Basin island wetlands by the twelfth Conference of the Parties (COP-12) to the Ramsar Convention on Wetlands of International Importance Especially as Waterfowl Habitat (Ramsar Convention) ( ). This report will focus on developments of major relevance for international and European environmental law.
