Canada, a country with an abundance of energy resources and scant population, initiated bioenergy development programmes in 1978 as a response to high oil prices. The energy intensity of key Canadian export industries is at least double the Canadian industry average of eight. Many differences in energy use in the different regions of Canada result from different resources being available in each region. Research spending in Canada is low, relative to other developed countries, and concern for efficient energy use has been low, except during the years when oil prices were high. Spending on bioenergy research has fallen since oil prices have returned to a low level.
