Abstract
This paper presents a conceptualization of the transitional measures that can be implemented in public policy reforms along with an analysis of their transposition to previous reforms implemented in the agricultural sector. Based on six case studies, the paper provides an overview of the nature and context of use of these measures in the Canadian dairy sector. One of the main conclusions is that producers who work in the managed supply sector are rarely compensated for reductions in their quotas. Instead, support measures target the loss of revenue. Besides its conceptual value, the paper contributes to a reflection on the future of the Canadian dairy policy
