Abstract
Attempts to recreate the legal protection of territorial communities in a vacuum of central authority are regarded as a symbiosis of the traditional practices on the basis of «customary law» and ways of organizing social control, which were introduced by the popular medium of public institutions. It is noted that at various stages of the revolutionary era of 1917-1921 years implementation of social control and maintenance of solidarity assumed different forms and varied depending on the danger which threatened society from a spontaneous rebellion, or from a rigid state power. The article is based on the study of social history of North of European Russia in the first quarter of the twentieth century.
