Abstract
The article discusses the causes and consequences of a health crisis. Been adapted method for assessing the effectiveness of regional health systems (method Minmax, Canada) to regional health care in the Russian Federation. With the help of statistical data derived from the interagency statistical information system, as well as the Federal State Statistics identified indicators that can assess the effectiveness of the regional health system of the Russian Federation. For example, the per capita costs of providing medical care; costs of different types of health services; availability of resources and the satisfaction of medical care and others. In the analysis of the results revealed that the high cost (the cost of realization of the territorial government guarantee program) combined with the high and low results; On the other hand, there are regional healthcare system with the high performance at high, medium and low costs.
