<p class="pargrafoartigo">O objeto de discussão deste artigo centra-se na análise de indicadores sobre o respeito aos direitos humanos pelas forças policiais brasileiras, em relação aos abusos cometidos por estas, ao qual resolvemos chamar de violência estatal decisionista, em especial nos casos de tortura e extermínio (ou execução sumária, ou desaparecimento, execução extrajudicial) e suas implicações na consolidação do Estado Democrático de Direito no Brasil, oriundo da Nova República. Partimos então da observação, através de uma metodologia teórico-prática, de cunho empírico, através da análise de indicadores, como o Democracy Index e de requisições via Lei de Acesso a Informação de dados de órgãos públicos nacionais, além de uma base bibliográfica para trabalhar com os conceitos de democracia, decisionismo, biopolítica, tortura e execução sumária. Nossa conclusão é que parte do nosso problema democrático está ainda ligado a um processo de justiça de transição inconcluso, que legitima as práticas ditatoriais remanescentes até agora afetando a consolidação da democracia.</p><p class="pargrafoartigo"><strong>PALAVRAS-CHAVES</strong>: Democracia Brasileira.
