Enfin, dans le dernier article, intitulé « La normativité entre proximité démocratique et efficacité politique - la question de la subsidiarité dans le droit de l’Union européenne », Julien Barroche (Institut d’études politiques de Paris) se penche sur les facteurs explicatifs derrière l’apparition de la notion de subsidiarité en Europe, ainsi que sur le sens politique et les effets pratiques qui en découlent. À cette fin, l’analyse retient comme points d’ancrage trois grands éléments : la distribution des pouvoirs dans les démocraties contemporaines (tensions centre‐périphérie); la polymorphie et l’élasticité conceptuelle; et, enfin, le réinvestissement du principe dans le contexte sociopolitique plus large d’une remise en cause de la légitimité du modèle étatique traditionnel.
