Chères lectrices, chers lecteurs : Nous vous souhaitons la bienvenue à cette édition du printemps 2014.Pour des raisons techniques, celle-ci contient trois articles au lieu des quatre habituels; cependant ceux-ci sont captivants, tant d'un point de vue théorique que pratique.Les deux articles en français et l'article en anglais portent sur des sujets variés, et deux d'entre eux concernent le Canada.Ils se complètent très bien, en particulier lorsqu'il est question d'aborder les enjeux de gouvernance d'un point de vue historique, international ou local.Au Canada comme ailleurs, les transports en commun constituent un enjeu majeur pour les politiques publiques.Tous les pouvoirs publics ont étudié la question afin de résoudre les problèmes d'embouteillage en milieu urbain.Le train est l'une des solutions qui, depuis peu, gagne de plus en plus d'adeptes au Canada.Après de nombreux débats, il y a quelques années, la Ville d'Ottawa a opté pour la construction d'un système de train léger, une décision qui continue à faire couler beaucoup d'encre.Dans Le train léger sur rails d'Ottawa : les rebonds d'un projet de transport durable conflictuel, Kenza Benali et Ella Bernier, analysent le projet et retracent une saga qui déchaîne les passions depuis plus d'une décennie.Les auteures reviennent en détail sur les origines de cet important projet et les facteurs qui ont contribué au développement d'un système que beaucoup voient finalement comme un salut économique pour la ville.
