L’union du Haut et du Bas-Canada en 1840 a ouvert un long débat sur la ville qui deviendrait la capitale de la nouvelle province du Canada-Uni. En 1841, le gouverneur Sydenham a choisi Kingston, une petite ville du Haut-Canada située à l’est du lac Ontario. Ce choix s’est rapidement avéré malheureux et a déplu à toute la classe politique, mais les députés et conseillers législatifs ne s’entendaient pas sur la ville qui pourrait devenir le nouveau siège du gouvernement. Après Sydenham, les gouverneurs Charles Bagot (1841-1842) et Charles Metcalfe (1842-1845) ont dû arbitrer et choisir Montréal qui est devenue la nouvelle capitale en 1843, non sans soulever plusieurs contestations.
